I Would Have Used The Racial Justice Act To Commute Death Sentence……instead this convicted killer and his lawyer used the mental health issue to get him off of death row. If they keep this up at the rate they are going now killing a person will be no more than a minor infraction and time spent in jail will be minimal.
Isaac Jackson Stroud was convicted of 1st degree kidnapping and murder in the 1993 beating death of his girlfriend, Jocelyn Mitchell. At the time Jocelyn was a Durham school teacher.
Kentucky interesting enough is the only other State that has a similar law to The Racial Justice Act.
If they can argue between mental health and Racial Justice then we will see more and more of these types of crimes being committed based on the notion that they will not suffer the consequences of their actions.
